With reference to the Mirs Bay episode of the 17th. instant, mentioned on page 5 of my Confidential Despatch of

the 23rd. instant, I have the honour to forward the enclosed copy

of a minute dated the 26th. instant by Mr. C. Clementi, whom I

authorized to visit Nam 0 in order to inform the fishermen who had

not paid their licences that they would be acting contrary to law

by fishing in British waters. I instructed him on no account to

pursue any course of action which would open the way for a

repetition of the former incidents or involve this Government at

the present moment in any open rupture with the Chinese

Revolutionary (or other) party. The attached minute reports the

satisfactory settlement of the affair, and Mr. Clementi deserves

much credit for the tact and firmness he displayed.
